How much am I looking at to get a set of wheels built... either getting new rims relaced with old wheels or new build providing the hubs, spokes and rims? and do many places do it?... rough cost estimates of course.

Mr Skeffington does it as do most shops. It's not that cheap TBH if you are looking at replacing parts, sometimes you need to consider if what you have is worth it.

    €50 from Cycleogical, IIRC.

Humphries in Finglas @€;30 per wheel - you supply rim and hub, they supply spokes (+€5 per wheel for black spokes)

Out of curiosity what would be the cost of getting the equipment yourself? And is it difficult?

Bike shop on the corner of fairview do the rim and spokes for 35 euro each, you supply the hub.

I'd say it's fairly hard to do without experience, fare enough trying to true the wheels but also making sure its a perfect circle is a bitch =/ my wheel is now currently ovalish after a little experimentation....back to the bike shop
