March : In Like a Lion , Out like a Lamb or vice versa ?

Does anyone know is March the month that is supposed to follow this old saying ? That if it starts with stormy or rough weather it will end much calmer, or the other way round.

It goes both ways - in like a lamb out like a loin or in like a lion out like a lamb.
