    That all depends on the terms of the contract. Most landlords explicitly prohibit sub-letting without their express consent. The tenant's nationality had nothing to do with it.

    Where would someone stand in regards to them being a Subletter with the landlords knowledge, but no tenancy agreement in place?

    Would you believe they are even allowed to own property and businesses ! In their own names and everything !!!

    As you ask, the Landlord is liable to prosecution and conviction for failing to register the tenancy (it doesn't matter if its not written down and I am presuming as he/she didn't write it down he/she didn't bother registering it with the PRTB). Oh sorry did you meant the tenants ?
