We planted cabbages we got as a present last October and as would be expected, growth has been minimal. Should we expect them to grow now the warmer days are arriving or should we cut or losses and remove them for seedlings in a few months time? Im not sure if cabbages should be 'over-wintered' is the real question. Any advice welcome.

They won't grow very much during the winter to be honest, where do you have them growing?

Are they inside a glass house, pollytunnel or outside?

you won't see growth until March it is too cold prefable growing temperatures 10 -12 C. In March it is worth feeding them then with a nitrogen based food.
