Does anyone remember there used to be a Northern Irish film critic on the BBC with during the 1990s with a really earnest style of commentating and interviewing.

I remember they took the piss out of him in Armstrong and Miller. Anyone know the name of who I'm talking about?

I'm guessing you mean Mark Cousins, who took over Moviedrome from Alex Cox, and went on to host Scene By Scene, BBC's excellent series of one-on-one encounters with actors and directors. He'd also turn up on other film-related programmes.
Scene By Scene started out as a regular part of the Edinburgh Film Festival, and was later turned into a TV series. It was shelved - as I understand it - due to disagreements between Cousins and the BBC about the type of guest they wanted featured. The Beeb favoured more "popular" guests, i.e. whoever was a big star at the time, whereas Cousins stuck to his guns to have more interesting, old school people featured.
Since Cousins owns the rights to the format, they couldn't resurrect it with a different host.

Yeah that's the guy. Wondered happened to that show.

I found an Adam and Joe sketch based on it: http://www.youtube.com/watch?v=qX9crnz6vQg
