My dad gets a payment every year due to time spent working in Britain in the 1960s. Is it possible to buyout the pension to get a one final lump sum instead of an annual payment?

It usually is, at the discretion of the trustees. Is it a company pension (contact the trustees) or a state pension (contact the DHSS)?
