Charging for iPhone apps?

Such as Palringo (IM msn kinda thing for using msn yahoo etc) does this cost extra or will it be under the data usage like will i be charged by o2 seperatley for its use or will it be under 3gb bill for data usage

it uses the same internet as safari or youtube... so it is covered by your data plan
