    How do I get permission to attach a signature, do I need a certain number of posts?

    You have enough posts, but I suspect the issue is with the picture you're trying to attach. You need to upload the jpg to a hosting site such as Imageshack, and then link it from there. You can't just link it directly from your PC's hard drive.
