When you click "post new thread", there's a tick box down the page on the next screen. Under "Post a Poll". Make sure you know how many options you want in your poll before clicking "submit".

This part of the site FAQ should give you all the information you need.

A small number of forums don't allow users to create polls and you won't be able to in those.
