I don't think so. I cannot find an exact reference other that the UK Gov website that says you need a "full UK license" to drive "abroad".

For certain the reverse is true, you can't use an IRL provisional license in the UK..

A provisional license of the UK or ROI is only valid in the country it's issued in. You'd be driving without a license down south.

I rang insurance company and they said that I would be covered with them but if what you say that the license is only valid in the country of issue that does not matter

Your insurance may cover you but you will be breaking the law. I would ring back and clarify with them also getting the name of the person you speak you and noting the time / date.

A provisional licence is not a full driving licence. You would not be legally covered to drive a car outside of the UK (or possibly even just NI)

Is it true you are restricted to 45mph as a "learner"???

On a Provisional/Learners permit issued in NI, you are not licenced to drive in ROI. If you are not licenced, your insurance is invalid
