the ferry company probably wont require a passport but for immigration purposes some form of id is required. take her birth cert with you as proof that she is an EU national just in case.

There is a free travel area between ireland and uk so yes you can. Sometimes they check id at uk ferryports but once you have one she is unlikely to be refused. #you can get the bus and ferry on one ticket and the bus leaves from busaras. The passport office will also issue a passport at short notice if it's an emergency.

Why not get the photos done for passport application and get garda to stamp photos so that although she wont have a passport she'll have some id(signed stamped photos and birth cert).
They checked my student ID the last time i went to uk on ferry in 2005.

My parents live in England, Mother has a passport, Father doesn't, hates flying and thinks as long as he doesn't have one Mother won't book a cheap Ryanair flight for him !!! They have travelled by boat since they went to England in the 70's (Only once has he flown to Dublin and back in the early 90's) and have never encoutered any difficulties...they were last here in April 2009 so unless it has changed since than I don't know but I hope for his sake it hasn't cause their next visit is planned for Easter again this year!!!!
