Ok, so I have a 10 speed racer that I refurbished last year and it works grand. Did a sprint triathlon on it in 2009.
I am on a budget so cant afford a new bike. What would be the best way to improve the performance of the bike?
    New Wheels?
    New Bottom bracket?
    Tri-bars?

Improve performance of the bike? Work on the engine. After that tri bars.

Yep, tri bars, followed by making it as light as possible followed by new wheels (last 2 may be mutually exclusive)
Reading good book about english blokes attack on the hour record few yrs ago and even reducing the amount of spokes can reduce drag (= go faster). Along way from sprint triathlon I know, but intersting none the less
