Depends on how in depth you want - like total strategic control of the world, or more action, more shooting tactical battles. Would also depend on wether you want real time action, or slower more in depth turn based.

    For my 2 cents:

    1. Company of Heroes - Real time, great battle system with minimal base building and more an emphasis on controlling key areas. Also great online with 4vs4 games.

    2. Uncommon Valor (excuse the American spelling but that's how you'll fing it on google). In depth turn based naval, air and ground strategic game based on war in the pacific.

    3. Dawn of War 2. Lots of killing, big explosions, future fantasy setting and big chainsaws to the head.

The Total War games have a feature that lets you just play a single battle, or you can choose a campaign that lets you build up the infrastructure and all that...

I would say that Medieval or Medieval 2 is often regarded as the best of these games...

I would say Rome :) Best Mod's out of any Total war game by a country mile, if you want a total war game get Rome Total War and one of these mods:
    Rome Total Realism
    Europa Barbarorum

Would also say that the total war games are a good bet for what your looking for. You can set your towns toauto govern, so things like tax rates and buildings etc are built automaticall and you jsut need to worry about training military (very simple to use!). If you play this way you will probably spend about 20-30% of your time on the world map manouvering armies, and the rest on the battlefield where you can have armies in excess of 2000 soldiers per side.

Theres also instant battle if your looking for a quick game, which has plenty of options to it.
