Any reason why Opera should download slower than IE8 ?

Just got a Broadband upgrade , and doing speedtests at Speedtest.net in Opera and immediately in IE8, I get 1.2MB for Opera and 5MB for IE8. Then downloading a 700MB Debian distro, from server I get the same difference. These test were done on same PC, as quickly as possible in quick sucession.
