Empty header tank & Oil heating

Greetings, my mains water is frozen and the header tank and expansion tank is empty (in the attic), dry to the silt at the bottom. I have oil heating and im afraid to turn it on, im led to believe oil is a closed system and therefore has a closed water supply independent of mains. I would like to know if it is safe to turn on the oil without air locking or damaging my system?

Have you two tanks in the attic? a big one and a small one?

Top up the small tank with buckets of water and when full turn on heating. If the level drops again over a short peroid, you have a leak on you heating system. You would not have noticed it before as the tank kept filling itself. The leak will bo the ground floor or at boiler.
