Yes it will pass, if by pass you mean drive past and straight to a scrapyard.

But seriously the exhaust noise level test hasnt come in yet but id be worried about it cutting out when accelerating, when theyre testing the brakes it could cut out and result in an issue to pass. Might be no harm having it looked over first in a garage if you want to pass straight away or go for the test and find out everything thats wrong and decide if its worth putting money in.

    she has an 3-4inch exhaust-
depends how loud it is I think

she is lowered 40mm and has alloys-
    should be no issue..

    heater not working.. -
    no problem

something wrong wit cd player everytime car rocks or when i put my foot down it cuts it and comes back on..-
is it the cd player or engine that cuts out ? CD player no issue, if its the engine cutting out they may well fail that as the brake servo will be effected when engine cuts out

Right wing paint has peeled off it..-
    no problem

no spare tire either.. gt bumpers.. and gt spolier-
    no problem

Best thing to do is to throw it in and see what they say, it's not too hard to pass, this year I have gotten a 1993 Prelude and a 1992 Merc 250 diesel through on the retest without going to garages. They were both good cars but had stuff like handbrake, headlight alignment, battery mounting and stuff wrong with them.

It will fail on that, in the Merc the battery was in an enclosure seperate to the engine but still failed, it's an easy fix, get a universla bracket or bolt it down with a metal plate and nut and bolt, to avoid a fail on somerthing small I would advise

    - secure the battery
    - check all lights work front and back
    - check CV boots to ensure they are not split
    - make sure tracking is ok
    - ensure handbrake will hold the car on a hill
    - ensure pedal rubbers are not worn
    - ensure horn works
    - ensure wipers work
    - if it's due a service at a minimum have a look at the air filter and change it if it's dirty, air filters can have big effect on emissions, also a peak at the spark plugs may be a good idea if you know how.
    - ensure seat belts all work and that the tester can test them (don't have them hidden or obstructed)
    - empty the boot
    - ensure wheel nuts are visible (some alloys have covers over the nuts, remove the covers if they are on)
    - as it has no petrol I presume it was ran on empty, injection cleaner may be a help to clear out any muck now in the system, drive a while before the test and ensure the engine is hot when you arrive at the centre.

By broken is the casing broken or the bulb blown??

If its the casing it will fail for having a dangerous sharp edge.
