Am I right in thinking that the standard rate was reduced with immediate effect after the budget?

If so, UPC should have done so. I've just checked online and my bill, due for collection on January 4th, is still at 21.5%.

No you are not right. It changes in January 2010.

To be precise - Invoices dated after January 1st 2010 are at 21%

Invoices pre Jan 1 2010 are at 21.5% including advance payments:

"An advance payment, including a deposit, received from a VAT-registered person before 1 January 2010 in respect of goods or services not supplied until that date is subject to VAT at 21.5% if the invoice relating to that payment is issued or required to be issued before 1 January 2010"
