They probably cannot understand the long term effects and consequences.
They should be able by ten to know at the very least that is another person is protesting against their actions by screaming/crying, then their actions is most certainly wrong or at least questionable.

If they don't even understand that much, I look to their parents to see what sort of moral guidance are they providing for them - or lack of - and look to make drastic changes in that area.
For the good of all concerned.

If the child - and I mean at least "teen" in speaking of years of age - had the clear knowledge that what they were doing was wrong - and still went ahead and did what they did, to stop futher transgressions I would willingly see them locked away for the rest of their natural life or have it taken away from them.

While thinking of one own, one must not forget others too that could be further effected by the actions (or lack of) by others, now or in the future.

I know its absolutely horrible and the lowest of the low to rape but I don`t think I could bring myself to shoot my own child if I found out they had raped someone. To be honest your more of a criminal yourself if you do a thing like that,thats what I think anyway.

Yes, it's a tongue in cheek remark. I must say I'm thoroughly ashamed to be Irish because of the swimming scandal - I mean, obviously because I share my nationality with the perpetrators, I really should shoulder some of that responsibility.
