The whole thing is a shagging shambles, can anyone see the logic behind this reply from the Regulators office, I await their reply to it with bated breath ( not ), but how the **** am I supposed to plan any kind of business model when it's in such a shambolic state that you can't get a straight answer.
I thank you for your reply but feel I must draw your attention tio the
    following again

    From the Taxiregulators web site

Standard taxis and hackneys: (For new applicants from 01/01/09, existing
licence holders upon licence renewal during 2012)
a.. Vehicle age of not more than nine years
b.. Luggage capacity of 420 litres with capability of containing a folded
    wheelchair
c.. Minimum interior dimensions to ensure 4 adults may travel in comfort

If the requirement for a hackney and a taxi are them both to have the
minimum luggage capacity of 420 Litres with the capability of containing a
folded wheelchair and the minimum interior dimensions to ensure 4 adults, as
stated on the Taxiregulator.ie website, then you can't have differing
seating capacities for the same model of vehicle, or are you now saying that
the intended specification for hackneys does not any longer dictate a
    luggage/wheelchair capacity or interior dimensions?

    Regards

    xxxxxxx

    Dear xxxxx

Thank you for your contact with the Commission.

Taxis are public hire: the intending passenger may have luggage and it is
correct that such a street service vehicle has adequate luggage capacity and
legroom for all its licensed seating capacity.

Hackneys are private hire: the customer contracts the service in advance and
any trade off needed between passenger seats/legroom and luggage can be
    agreed in advance.
Therefore for taxi use the vehicle must meet the seating legroom
requirements at the same time as the luggage capacity requirements.

For hackney use the two may be met independently, i.e. seats may be adjusted
to meet the legroom or the luggage space and so it may be possible to be
licensed for more passengers than as a taxi.

    Kind regards

    xxxxxxxx

Subject: Model report Data base Query

    Hi,

I have a query relating to the model database available from the Taxireg.ie
    site.

    The industry guidelines are quote

Standard taxis and hackneys: (For new applicants from 01/01/09, existing
licence holders upon licence renewal during 2012)
a.. Vehicle age of not more than nine years
b.. Luggage capacity of 420 litres with capability of containing a folded
    wheelchair
c.. Minimum interior dimensions to ensure 4 adults may travel in comfort

Could you explain to me then how certain models are catergorised as suitable
for different seating capacities when being licensed as a hackney rather
    than as a taxi?

    examples
Chrysler Voyager as a taxi 4 passengers as a hackney 6 passengers
Citroen C8 and Synergie taxi 4 passengers hackney 6 passengers
Fiat Ulysees taxi 4 passengers Hackney 6 passengers
Ford Galaxy taxi 4 passengers Hackney 6 passengers
Ford Tourneo Connect Taxi 4 Passengers Hackney 7 passengers
Hyundai Trajet Taxi 4 passengers Hackney 6 passengers
Kia Sedona Taxi 4 Passengers Hackney 6 Passengers
Land Rover Discovery 2 Taxi 4 passengers Hackney 6 Passengers
Mitsubishi Grandis Taxi 4 Passengers Hackney 6 passengers
Nissan Serena Taxi 4 Passengers Hackney 6 passengers
Peugeot 806/807 Taxi 4 passengers Hackney 6 passengers
Seat Alhambra Taxi 4 Passengers Hackney 6 passengers
Toyota Avenis Verso Taxi 4 Passengers Hackney 6 Passengers
VW Sharon/Caddy Life Taxi 4 Passengers Hackney 6 passengers

    Regards

    xxxxxxx

the answer you got is correct. where's the problem.

You hail a taxi on the street, the driver doesn't know how many of ye are going to be on the trip or what luggage you may have, if you ring a hackney cmpany and ask for a taxi for 6, they can ask you over the phone if you have any luggage or a wheelchair. simple.

Do those regulations mean that if you hail a Chrysler Voyager/Kia Sedona down on the street it will only be licensed to carry 4 people?

Wouldn't like explaining that to 6 drunks!

The problem is the regulations state that a hackney and a taxi are subject to the same size rules. Either the stated regulations are wrong or the answer recieved is wrong
