SEN resource hours at second level

    Hi folks,
    Do many second level teachers here have any difficulty in deploying SEN hours in their schools?

    Are these hours ring-fenced?

    What is considered appropriate deployment of these hours?

    We use ours for withdrawal or small groups, having a second teacher in the room and specialist one to one work.
    We would have a large number of children on IEPs so every hour is utilised.
