Marking Schemes

As a first year i am not fully certain how the whole college marking system works.
If you recieve a b+ in a assignment that is worth 17% so you would multiply .68 by 17 and get 12% so i got 12 out of the 17%, does that make getting full marks impossible? (.78 multiplied by 17)

What is the story with this infamous idea of been able to compensate that is been discussed among first years. Is this just so we can enjoy christmas without worrying about repeating or is this concept applicable if an exam is failed?

    Thanks
    Gav
