You need to contact a practising solicitor that holds a practising cert. and PI Insurance.

I'd also leave whatever notions or high expectations you have about your case at the door of the office when you walk in to give your instructions.

An unemployed solicitor is very unlikely to have a) a practising certificate, and b) professional indemnity insurance both of which are legal requirements for a solicitor to act.

OP, you will not be able to run a case like this on the cheap by employing an unemployed solicitor, you will have to bite the bullet and employ a firm of solicitors, and in all likelihood given that it is High Court planning case instruct at least junior and most likely senior counsel too.

Planning litigation is time consuming and requires expert knowledge of planning generally, planning law, and procedures. I have been in quite a number of such cases.

They tend to be fully defended by planning authorities and developers.

You need to get a competent appropriate expert to inspect the development and inspect the file before thinking of legal action.
