That Digital Tick, which I presume is this one:
    digital-tick-lg.gif
Just means that it works with Freeview, the UK DTT service. That means it can handle Mpeg2 based DTT... Irish DTT is based on Mpeg4.

I can't find any information as to whether the Philips is also Mpeg4 compatible.

If you Google the model, it does not mention if the tuner supports MPEG-2 or MPEG-4, which for Philips usually means it dates to period when which info was not required (ie before MPEG-4 came out).

The manual has 2007 in the file name, which also suggests is dates to a period before MPEG-4 came out...

Where did you buy the TV? That digital tick suggests that you bought it in the UK.

bought the tv in ireland and it was august/september 2007.
that is the logo on tv.if it doesnt do mpeg 4 is there a way with a cam or otherwise.the tv is on the wall so a box is a last resort.philips dont even mention what ci slot is for.their site is just as bad as the book that came with tv.

There is a firmware upgrade available for that model on the Philips support website, you download it to your PC then upzip it to a USB memory stick, details here but note that this will not give you MPEG4 support if it wasn't fitted in the factory.

Does it ask you for the country before you do the scan? If the TV is 2007 vintage then telling it you live in Ireland probably means it won't bother looking for DTT broadcasts, the firmware upgrade may fix this. If not then try a scan after changing the country to France where they have MPEG4.

I believe the cam slot is for a card which will allow you to view subscription services, currently the only DTT in Ireland is a free MUX from RTE so the cam slot has no use at the moment.

It doesnt do MPEG4. Yes a CAM will work on that model.

CI Slot are used for a variety of apps. It can be used by a Neotion Cam to transcode MPEG4. Your model is supported. You'll get one off SaorTV. Dont know how much they are. It will enable the tuner to work with Irish DTT.
