Harrassment and intimidation - what crime?

    If one person is harrassing another - following them, threatening them, kicking their car, and generally trying to scare them, is there a criminal law sanction?

    If so, is it the 'threatening abusive or insulting behaviour in a public place' in s 6 of the Crim Just (Public Order) Act of 1994 or is there other legislation in the area?

    Classic harrassment would be S. 10 NFOAPA as linked by Tom, threats to kill or cause serious injury which are made intending the subject of the threat to believe they will be carried out are contrary to S. 5 of the same Act.

    The behaviour you describe could also be a S. 2 Assault under the same Act, under certain circumstances an offence contrary to S. 5 of the Criminal Justice (Public Order) Act 1994, or indeed an offence under S. 6 of the Act as you note yourself. Those are broadly less serious than the Non-Fatal Offences Against the Person Act offences.
