    does anyone know how paypal works? to make a long story short last march i bought 2 concert tickets off ebay through paypal and never received them. i made the complaints etc to ebay and paypal. seller wont reply to emails, obviously. i assumed if i didnt receive stuff that paypal would have refunded me. that was my understanding. im constantly ringing them and they are fobbing me off at this stage telling me they will sort it etc.. the seller was stopped from trading on ebay and his paypal account frozen. am i not entitled to get a refund??

    caveat emptor or buyer beware.

    PayPal is a reputable platform for people to buy and sell online using email addresses. The email addresses require certain security information be entered before the accounts can be activated.

    In relation to dealing with PayPal, they may be limited in relation to what they can do for you in the context of a refund, unless they can bring some proceedings or action against the vendor (who incidentally would have had to give bank or credit card details in order to receive the monies you paid over).

    I suggest persisting with this, write to them too. I've had nothing but good experiences with them.

    Another question on PayPal,
    I bought a 3V voucher to pay for something on ebay. i cant find how to "upload" money. Anyone ever done this before?

    My experience is that Paypal has one of the most advanced and efficient ADR systems in existence. They are fully empowered to issue a refund under the terms of the buyer protection policy. I'm quite sure concert tickets are covered by this.

    Personally I have one had cause to use it once. I bought a item described as an "original part" and it turned out to be anything but.

    You make your complaint though the ebay/paypal website. There is a thread firstly where you can communicate with the seller. The seller offered to refund me if I returned the item. Being an inherently unreasonable person I refused and said he knowingly and fraudulently shipped a counterfeit item and I would return the item I received on condition a) I was supplied with the correct item as per the contract, b) my costs of returning the item were covered. Ultimately he didn't agree to this so I elevated it to be adjudicated. 50 mins later the purchase price was credited to my visa.... this is how the small claims court should work!!!!
