When you say you have Sky is this a Sky digibox and if so where are you connecting it ?

The channels you are getting are when you connect the aerial socket to the TV without the Skybox right ?

*When you did the scan on the TV did it say anything about "VHF" (Sometimes shortened to "V" "VH" or "V-Hi") or "UHF" ?

Do you have TG4 and is the "ITV" from Northern Ireland or somewhere in Mainland Britain (i.e. you can tell from local news or ads)

    * Im guessing the aerial(s) on the apartment might be pointing at Kippure rather than Claremont and RTE1/2 from there is on VHF

Is your TV FreeView compatible ?

Sounds like theres a private cable network in your apartment hence the Sky News.

RTE are probably somewhere below 200 MHz

VV Good point are unencrypted analouge MMDS feeds still around ? VV

It looks more like Chorus MMDS analogue.
