What sources are you going to be using?
how far from the screen will you be sitting?

haha, room is 20 by 12 so eh about 12 foot

xbmc based computer vga or hdmi and sky+(what way is best) will both upscale? initially until I figure out(or most likely someone else) how to get it working through xbmc using the new windows sky player
if this is unlikely probably a tv tuner:D

maybe a ps3/xbox down the line

    Woop,
HDMI cable is best, no doubt.
The tv will scale everything to the native resolution of the panel.

12 foot away, I'd up the screen size from 37 to a minimum of 42", probably moving upwards e.g. 46"+. You don't want to end up feeling the TV is to small, or a bit lost in the room. Once you select a few TV's take the dimensions, and do a mock-up of the size, to get a feel for it.

Here's a 50" not far off your budget, as moolers said check out RS.
