    Its pretty definite that there would never only be "one" in the end for competition reasons. If they licenced one they'd have to licence another

    If both were legislated for, you would have more people applying for small casino licenses than large ones. Not everyone has the money to build a large resort casinos. 5 large casinos should be easier to police than 100 small ones.
