probably to gauge where the wind is blowing.

so that they know whether or not their waste is blowing into a residential area.

To measure wind direction. Is there chimneys on the plant? Probably for those, to see which way the smoke (and smoke from pharmaceutical plants is rarely good) is heading, and for maintenance.

Had a feeling it was something to do with waste or contamination ...a chemicle plat up the road aswell has the same thing..a wind sock hanging off the tallest point.

OP it is indeed for wind direction but also some of those plants do have helicopter pads for visiting Owners etc so it handy for the pilots as they are not landing at an Airport and just an easy aid to them to give the wind direction so they can land into the wind.

pharma , that's just another word for drugs , check there late at night and there will be planes landing direct from Columbia with the white stuff.

a handy tip for windsocks, if you put a stone in the bottom of them then the planes land, otherwise they don't , learnt that one waiting for Air America to bring us supplies back in the triangle in 'nam

Aww shucks. My own thread

You don't need a weather man to know which way the wind blows. A good Windsock will do. / Another Bob Dylan ref.
