SEI Home Energy Saving Scheme - battles with SEI

I am just wondering if anyone else out there is having trouble getting their approved grant money from SEI for the Home Energy Savings Scheme they began in Spring 2009?

I received grant approval right away for dry-lining and insulation, completed the work using an approved builder within 3 months and have been battling SEI for the last 4 months to get the money they originally approved me for. Each time I submit my application, they come back with something else that "needs clarification" or they say was not done "to specification" (though their specifications are not published anywhere for homeowners to check and when I called for verbal clarification before the works were completed, I was assured that I was doing everything to code).

I am beginning to think that SEI might not be paying ANYONE back for works completed and just looking for reasons to reject. Any experiences from anyone else would be greatly appreciated...

sei are paying out, usually between 6 to 8 weeks.
there are issues with drylining such as the delpth of insulation they require
in order bring a home upto a recommended uvalue of .27.
what depth of insulation did your contractor put on the walls and also what did they write down on you d.o.w form.
