Very, very, disturbing. The eyes follow you when you move...
Who owns them? Who bought them? Is there a back story involving a lonely librarian woman?
    I NEED ANSWERS!

If I remember my first-year library orientation lecture correctly, they belong to Ruth Potterton, one of the librarians who seems to mainly work out of the owl-covered part of the Lecky. She didn't seem especially crazy (or at least, no more so than any other librarian I've ever met), in fact she seemed quite cheery about her devout love of owls, though she didn't explain where exactly it came from...

Potterton rules. I'll let her away with a wierd owl collection because she's so awesome at librarianing.

A friend told me that it started out as a small owl collection, then loads of classes started buying her owls when they graduated. Over the years more and more people bought her owls as presents untill she had ammased her mighty collection.

[typical trinity myth for tourists] Rumour also has it that they come to life when the library closes [/typical trinity myth for tourists] :P.
