get the luas to jervis then walk down liffey street and cross the ha'penny bridge. go through merchants arch and the bank is just up a little bit

The 79/79a passes Heuston Station every 10 minutes and drops you right outside the central bank!

That 79/79A isn't every ten minutes, sure I queue for it most evenings

More like 14 minutes and often it's up to 20 minutes :(
But that's peak times and considering it's coming from Parkwest it's probably down to traffic

Take the Luas option in Post 2 OP

92 to Bachelors Walk and walk or 91 to Central Bank.

If there is a bus at Heuston, take it, as the bus is consistently quicker travelling to the city centre down the north quays than the LUAS.

Well that depends on what time of day it is. If traffic looks bad hop on the LUAS.
