Pregnant/Child Benefits - North Vs South

A close, and very technophobic friend asked me to try on boards for some advice regarding his query.

    Here is some context first:
He is from Northern Ireland (but holds both Irish & Uk passport), but moved to Co.Kildare from Derry City (UK) in July 2009, with his wife. She is American citizen, and was working in Derry as a volunteer Charity worker for 4 years. They got married in Derry City (UK) earlier this year. They still own a house in Derry, have bank accounts ect there.

The reason that both of them moved down is to study for 2 years together (Sept '09 - June '11) both at a private college (same course) with a view to returning to Northern Ireland at the end. His wife is working part-time in Southern Ireland (8 hours) but he has been unable to find part-time work in the South. Both are not claiming anything in Southern Irish benefits, but have PPS numbers.

    The Issue:
Just this week they have found out that his wife is pregnant (horay!) and now seek honest information for the immediate and long-term future. Their main questions are as follows:

    1. Benefits: Given their situation, would it be best for them to pursue having/raising the baby in Northern or Southern Ireland, short and Long term, benefit/s wise?

    3. If they remained in Southern Ireland until the end of studies, could they transfer back to Northern Ireland and assume all the state benefits for the child there automatically?

    3. Where could they go to discuss this slightly complex issue face-to-face with an unbiased and official authority on these matters?

    4. They asked me to express the fact that they are open to any other relevant advice in this matter from people who may have walked similar roads to this.

    Thanks for your help.

    .

Go into Citizen's Information regarding this - sorry I can't advise on anything else. Don't know much about it.
