Hi I want to explore the vast world of miniature gaming, but I was wondering if I buy a set of warhammer figures do they come with paints or must I buy them myself?

In general no, but there are starter sets with a few plastic minis along with basic colour paints and brushes.

Check out ebay for Citidel paint lots. You can generally get 10 or so assorted pots for around ~15eur.

You actually don't need that many different colours starting off. Currently Im painting an army with just Catachan and Goblin green with Brilliant Green windsor and newton ink to wash. Cheapo acrylic paints from lidl/aldi are good for very minor detail and save you a lot of money (actually they have a fantastic pearlescent gold which I use all the time), but have bad coverage for larger areas.
