Old cartoon from early 90's

    Does anybody know the name of this cartoon? I think it was on Sunday mornings, set in this fantasy land. One of the main characters was this foxy looking creature on two legs that surfed on a floating leaf as transport. There was this monster that sat on a throne who looked like a dragon and he always sent out two of his bumbling minions to bring down the leaf surfer guy and his race. Didn't succeed as far as I can remember, though maybe in the final episode he did.

    It's been driving me crazy this last while.
