Have you talked to your union? To your partnership committee? To your local Green councillor (if there is any left)? Have you asked Gormley or Ryan to get involved?

Not sure how they can "pilot" it in this way. One of the conditions is the scheme must be available to all employees (of a particular employer). They cannot restrict it to particular regions or particular types of employee. I am not sure how the HSE operates, but it would appear strange to me if they are deemed to be different employers in different parts of the country.

Trust me the HSE is'nt sure how it operates itself. however it's true it's only being roled out in dublin northeast. I've contacted the green party and I have a few e-mails from various TDs but they just seem to be talking pie in the sky. I've been on to HR and there all for it but for one person whom seems to think it needs further investigation. to my mind it's a no brainer. If you guys know of someone or people who could help feel free to goahead and PM me and if there are HSE staff reading this whom would like to find out more please PM me. Also guys from Dub northeast give us a bell also.
