NAMA Bill Published.

    Pretty much everyone alive will be aware that the NAMA Bill was published today and it's available here: http://www.oireachtas.ie/documents/bills28/bills/2009/6009/B6009D.pdf.

    Now, it's about 144 pages long and there's no chance I'm going to have a chance to read it fully in the next while, but I did notice that it has what looks like a preamble and also s. 2 sets out the purposes of the act.

    To what extent do you think it's likely that the Courts will take a strict interpretation of that section and read the Act such that subsequent sections are subject to those purposes?

    Particularly here, '(iv) to protect the interests of taxpayers,' there would appear to be a compulsion that where the taxpayers' interests are not best-served, they may not be in line with the Act?
