Help , garda abuse??

    Hey , Im not sure if i am allowed to ask this question but here it is anyways:
    Right well my friends 15 year old son used to be in a lot of trouble , he would steal things and get into fight so he got into trouble with the garda ,but now he no longer does all of that stuff because we she got him away from all of them old friends. But now every time the garda see him they arrest him for some reason or another. Last week they searched his house 3 times in the one day because they claimed that he was in 3 different stolen cars in the one day. Two days later they punched him around a playground, he got a black eye from it. And just yesterday they arrested him while he was walking to school and strip searched him , and slapped him a number of times while he was naked , they never call his mum when they arrest him , they dont even have a JLO officer in the room with him. She complained in the garda station and they just laughed at her , she went to the garda omnibus man but he said that she had no case as she had no proof of what they were doing. Is there anything else that she can do??
