Tax back on missed flight?

Hi does anyone know about how to get tax back on a missed flight? I missed a flight 3 weeks ago. I was looking at the ryanair site and only says that can get tax back but have to pay an admission on that of 16€ but no info on how to apply for it. Any idea?
