Dell Inspiron would not boot up after upgrading IE8

    Folks,

    This is error I am getting as it boots up

    ordinal 421 could not be located in the dynamic link library urlmon.dll

    No desktop, can just access via ctrl+alt_del.

    Could somebody suggest me a course of action to resolve this error.
