Commission free Travellers Cheques, where to buy?

Anyone know where in Ireland I can buy Euro travellers cheques with zero or low commisson ? Research indicates the best foreign exchange rate I'll get for euros in SE Asia is got by using travellers cheques. I'll probably open a tourist/savings bank account in Thailand and get an ATM card there. The TC rate is about 0.4% better than cash and I don't have to worry about losing my Euros. Any comments on this plan?
