Trade insurance, ring a few brokers, here's a couple of websites that deal with trade insurance, Like all insurance price is dependant on a lot of factors

    http://www.oreillycullen.com/insurance/motortrade/000003.html

    http://www.powerinsurances.ie/power_insurances___motor_trade_insurance-objectid-1061-recordid-12-z-s.htm

Tan Number, not too sure about it, but you local motor tax office is where I would start... I think a few of the requirements will be a company set up legally name, CRO number and VAT number, must be regulary importing cars or dealing with unregistered cars.

For the insurance side of it,i'd highly recommend john power insurances in limerick.
As for the TAN number, you need to be VAT registered and returns must be up to date to keep your TAN number valid.Someone from revenue will come out to inspect where you will be keeping the unregistered vehicles.Once that's done you'll get the go ahead if they're happy its secure etc.Be warned, they can inspect your premises at any time they want to see that everything's in order, you must log every car you import, sell etc with all details, reg, chassis number etc etc. There's a book of rules you must adhere to,its like a school rule book! I'd say it'd be less hassle to get a licence for storing dynamite haha.Give your local Revenue office a ring.
