Just to clarify, the USGA and RANDA use the same rule. They are the main rules making bodies in the game.

The PGATour runs 99% of the comps in the US (bar US Open at least), the euro tour runs 99% of the euro events (bar the British open at least)

Thanks, I always thoughts some rules where different in different parts of the world, I remember Nick Faldo been penalized on a course not in europe because he moved a stone out of a bunker which he was not allowed to do(maybe it was Australia)in europe you can move stones from a bunker.

Stones in a bunker are only movable obstructions if its a local rule.
Some courses do, some dont, depending on the quality of the sand I guess.

I dont think either tour has a rule that they use for every event.

The European Tour has certain conditions of competition and local rules that are in use from week to week... such as embedded ball through the green, dropping zones etc...
