    Do I need to charge for it?

    If I do it puts me on a competitive disadvantage to my US competitors so hope not.

    The website is for biz owners in a specific niche, they pay a monthly fee.

    My accountant seems to think that as it is not 'vocational' i.e. not in a classroom environment, VAT is applicable. Not of relevance to VAT registered companies obviously, but to individuals it is essentially a 21.5% additional tax on them or me.

    VAT not chargeable outside EU, so question relates to EU members only

    As your service is offered to "biz owners", they would be able to claim the VAT back, thus eliminatng the competitive disadvantage, no?

    BTW I don't think the definition of 'vocational' would be confined to 'classroom', so there may be an advantage in checking that out more thoroughly.

    There might be a large difference, in the context of this, between 'biz owners' who you mention in your OP and private individuals.

    The former are likely purchasing a service from you, which may require VAT, but which they could also likely recoup.

    The later may not be purchasing a service but rather receiving education, which in turn may not be liable to Vat in the first place.

    Why not contact the revenue VAT section yourself and ask them their view (you don't have to accept it, but they can be helpful and it might 'eliminate' your worry).
