Milk - supply and demand

I'm perplexed by these signs as you come in the dual carriageway making some point about milk prices - match supply to demand. Anyone know who's trying to make a point and what point is it?

Now I am really confused, forget the sign on the dual carraigeway, Muffler has a photo of a dog on his profile but now is mascarading as cow in the last post!!
