Does anyone know how to apply for mortgage relief when on unemployment and how long does it usually take?

I assume that you mean claiming the Mortgage Interest Supplement.
This requires you to complete a form and give it to your Community Welfare Officer at your local HSE office. The forms are available there.

The length of time to process depends on the waiting list at your own local office - I know someone who claimed in January, was refused in June, and is now appealing this. But hopefully most claims dealt with sooner.

I would also suggest that if you are having problems paying your mortgage, going to your lender and perhaps negotiating a mortgage "holiday" or payment of interest only.
