I got this app for my iPhone that changes the picture to black & white and then lets you colour in perticular spots, I'm just curious what is this function called and is there a windows program that I can use to do the same thing.

Selective colouring, it can be done in photoshop, not sure about any bog standard windows program that you can do it in though. MS Paint? :D

Photoshop does of course work on Windows!

In fact, "Photoshop CS4, is the first 64-bit Photoshop on consumer computers. (only Windows. The OS-X version is still 32-bit only)"

Well's there's no ''selective colour'' tool in PS, you'll have to google it to find out how it's done.

It's quick (and free) with Picasa.

    or Picnik

Photofiltre is a favourite freeware program, many quick and creative tools:

Another option is to start with a desaturated image and make a colour wash with the fill tool. This was a scribbled example:

I've been trying to do the same since I downloaded Coloursplash. Best solution I found so far is download "The Gimp" free software, open up your pic, go to Layers and duplicate layer, now go to Tools - Colour Tools, Hue & Saturation and turn the Saturation down to zero. Now all you do is zoom in and use the eraser to remove what you want of the top black and white layer
