    Can you start a PhD at any time of the year or does it have to be in September (in Ireland)

    Depends, usually you can start anytime.

    Most universities tend to have 2 starting dates: September and January.

    If you have a particular university in mind, contact them and ask about commencement dates for PhDs. Some may be more flexible than others.
