I have just moved into a new rental property (well old house but new to me!) The landlord has furnished the place with a TV, does this mean that it is his responsibility to pay the TV License fee, or does the onus rest with me?

The onus is with you. If you don't want TV, ask him to remove it.

But you can have any number of TVs on one licence in the same house. :)

By law it is the occupant who has possession of a TV set who is liable for the TV licence.
