Help identify this cartoon, please?

    This cartoon used to terrify me as I child, but I can only remember small fragments of it (I've probably repressed the rest :o)

    It was on in the late 80s, early 90s.

    The main character was a girl, who flew either a plane or a hot air balloon. She was chased sometimes by a black cloud with a sngle red eye in the middle of it.

    I think she spoke French, possibly, or had a French name? Also, there may have been some sort of quest to find her father.

    Many thanks for any suggestions, this is driving me mad!
